The 2nd workshop has been hosted by Greek partner, the Region of Thessaly.

Partners have discussed their progress in defining and implementing the local action plan. In particular, they have presented the communication plan, the SWOT analysis, the goals of the action plan, and the first part of scenarios building (in particular, scenario zero, that is the hypothetical evolution of the pilot-project area without any interventions).

Partners have also took part to a study visit in the area of Almyros, in order to see the Anavra Wind Park and Anavra village, as a self-energy operating model.

The last day, partners have met representatives of local institutions in order to present Enerscapes project and to spread results and tools elaborated so far.

 

Cyprus Energy Agency hosted the 2nd Enerscapes Meeting in Larnaca, Cyprus. After the meeting, partners were involved in a local workshop concerning the issues of Enerscapes’ project, involving representatives of Cyprus Town Planning and Housing Department and local associations involved in landscape protection.

During the meeting, partners shared results regarding the first part of the project: analysis of legal framework, characters of the pilot project areas and good practices. They also established a common methodology in order to realise the local action plan, which will be the focus of the second part of the project. The methodology includes:

  • SWOT analysis regarding RES and landscape issues in the pilot project areas;
  • implementation of a local geodatabase;
  • definition of territorial goals of the local action plan;
  • definition of a communication plan, in order to realise activities of negotiation, participation and awareness campaigns;
  • scenarios building;
  • environmental and landscape assessment;
  • monitoring through indicators, which will be set up according to local peculiarities and taking into account data availability.

This phase, launched in Cyprus, will last until May 2012 for the local action plan definition; then, the project will go on focusing upon citizens’ involvement, monitoring, and defining guidelines for a better integration of RES in Mediterranean landscapes.

 

On the 29th of June 2011 the Cyprus Energy Agency organized the first Local Workshop for the promotion of the Enerscapes project. The workshop was held in Larnaca and the speakers were experts from authorities in Cyprus with professional expertise on the topic and representatives from Enerscapes partners.

Cyprus Energy Agency (CEA), Enerscapes partener, presented a paper in the 3rd International Conference on Renewable Energy Sources and Energy Efficiency (19-20 May 2011 in Nicosia, Cyprus). The subject was Overview of the Permitting procedures for RES in Cyprus.

Each member state has adopted a different way to overcome the administrative barriers for the deployment of RES and a different way to achieve the RES penetration within the spatial planning context. In Cyprus, whilst significant progress has been made in the context of meeting the national indicative targets for the share of RES, the simplification of the licensing procedure couldn't be achieved for the deployment of RES technologies.

Consejería de Medio Ambiente, Junta de Andalucía, Spain hosted the third Enerscapes Workshop in Seville. The two day workshop was followed by a field visit to the Gemasolar Thermal Plant in Seville. The meeting started out by a Vercelli summarizing a report on RES regulatory framework, discussed previously in the Province of Vercelli meeting and finalized earlier on in January. A debate on the same RES regulatory framework was held afterwards. All partners presented their respective case studies and presentation of the pilot areas territorial analysis.

A workshop was carried out with an Initial Presentation on the Strategic Environmental Assessment by the Province of Vercelli were participants were split in working groups on the following subjects:

  1. Scenarios
  2. Indicators
  3. Techniques
  4. Participatory Processes

The dynamic of working groups was chosen to allow the partners to compare the different perspectives on the same topic in more manageable groups and thus facilitating the understanding among participants. Each working groups included a moderator which helped in focusing better on the topic and the identification of main issues to be addressed and discussed.
